This is what happens during rough seas.
The steward or cadet has the job of throwing away
kitchen scraps and rubbish.
When the ship is moving, the wind around it is very
strong. Whenever there is a strong rolling and pitching of the ship, the air
currents will also move up and down like a reciprocating air pump.

If a person just pours the liquid or semi-liquid scraps
over the deck, it is very likely that the wind will blow everything back on to the
deck. So they use an old oil drum, open up the top and bottom so that it forms a
tube. So when somebody pours liquid into the tube, it will channel it safely
downwards, and out of harms way. Any splatter will only dirty up the hull,
usually without much trace.
During foul weather, when the ship is rolling and pitching
heavily, the timing of throwing has to be correct. If it is not correct, the air
currents can blow the rubbish up instead of sucking it down.
